<p>A leading charge against New York City&#8217;s old election system was that it used a plurality model that too often failed to deliver broadly-popular leadership. That &#8220;first-past-the-post&#8221; system was adequate for races with only two candidates running, but crowded multi-candidate contests were subject to a notorious side effect&#8230;  base-oriented politicians having a relatively narrow popular appeal could prevail with shrinkingly small pluralities. That was how Bill de Blasio won the Democratic primary (and effectively, the Mayor&#8217;s office) with under 41 percent of the vote in 2013. Reaction to that widely dissatisfying result was, in part, why New Yorkers eventually decided to gamble on an unfamiliar but reasonable-sounding alternative called ranked choice voting.</p>



<p>Not surprisingly, RCV proved easier to put into law than actually implement. The November 2019 charter amendment to adopt RCV for primary and special elections had passed 74 percent to 26 percent. Reading election results from New York City would never be so easy again. </p>



<p>New York&#8217;s municipal primaries, scheduled for June 22, 2021, had thus been set as the largest ranked choice election ever to be held in the USA. As the day approached, RCV proponents were thrilled, fully expecting a surge of interest that would accelerate adoption across the rest of the country. Meanwhile, opponents shared a &#8220;<a rel="noreferrer noopener" href="https://www.reddit.com/r/EndFPTP/comments/o67bxo/whos_going_to_chuckle_if_nyc_gets_a_condorcet/" target="_blank">rueful chuckle</a>&#8221; about the chances that things would go badly in New York, and that a &#8220;backlash&#8221; against RCV was on the horizon.</p>



<p>New Yorkers had effectively taken it upon themselves to pilot a rollout of a new model for American elections.  A challenge of that magnitude was bound to involve some stumbles, but from inside a high-stakes New York-scale media fishbowl, every observable misstep was bound to be amplified. That was the context in which New York City&#8217;s Board of Elections committed the mother of all blunders, publishing a hot mess of obviously invalid preliminary results after a full week of vote counting. A &#8220;discrepancy&#8221; is <a rel="noreferrer noopener" href="https://twitter.com/BOENYC/status/1410000282654842886" data-type="URL" data-id="https://twitter.com/BOENYC/status/1410000282654842886" target="_blank">how they described it</a></p>



<p>The BOE&#8217;s error gave America its story of the day, racking up headlines such as &#8220;New York&#8217;s Ranked Choice Fiasco&#8221; and &#8220;New York hands Trump a victory on election unreliability.&#8221;</p>



<p>It was sad and embarrassing. New Yorkers had squandered a massive opportunity to showcase their city as a heroic champion for repair and upgrade of American democracy. This was not a good answer to Hong Kong.</p>



<p>Despite <a rel="noreferrer noopener" href="https://www.nydailynews.com/news/politics/nyc-elections-2021/ny-nyc-primary-elections-boe-voting-software-20210630-qftqootl3ngbzjybngpoycztje-story.html" target="_blank">ample reports</a> of <a rel="noreferrer noopener" href="https://www.nytimes.com/2021/06/30/nyregion/board-elections-nyc.html" target="_blank">chronic dysfunction at the BOE</a>, some critics sought to focus blame on the ranked choice voting model itself. Joe Scarborough, for example, barked out a verdict of chaos, confusion, and <a rel="noreferrer noopener" href="https://www.air.tv/watch?v=HEWXDxLRRMm8vyBomzo74A" data-type="URL" data-id="https://www.air.tv/watch?v=HEWXDxLRRMm8vyBomzo74A" target="_blank">Jim Crow 8.0</a>. </p>



<p>Nevertheless, the crisis passed. The Board of Elections had at least given itself ample time to get things right in the end. The victor was declared, the losers properly conceded, and <a rel="noreferrer noopener" href="https://www.fairvote.org/new_york_city_s_ranked_choice_voting_rollout_better_elections_yield_better_results" target="_blank">public opinion research indicated</a> RCV was now even more popular among New Yorkers than when they adopted it in 2019. Americans finally got a good look at the world of ranked choice results on July 6, when the New York Times published a data-visualization based on a corrected and updated but not yet final Board of Elections tabulation.</p>

<p>Unfortunately, there are still some problems with the BOE data. Despite the Democratic primary having 14 candidates, results for only 8 rounds were published. The gaps should be concerning given expectations of transparency, but it&#8217;s not a problem that impacts the final standings. In any case, data from the earlier missing rounds can interpolated to give a fuller picture of the elimination process.  Hopefully, complete information will be made available before long (But my requests to the Board of Elections for access to the complete Cast Voter Record have gone unanswered so far).  </p>

<p>The surprisingly large exhausted ballot count is potentially another bad look for this election. That suggests that lots of so-called &#8220;bullet voters&#8221; refused to take advantage of the ranked choice system by ranking only one candidate. This is perfectly legal, of course, but undercuts the argument of RCV proponents that the system delivers candidates who have earned majority support among voters.  Another possibility is that many voters wanted to rank more candidates, but didn&#8217;t get a say on the final battle because New York&#8217;s Top 5 system provided too few ranking options for a field with over a dozen candidates. Again, access to the complete Cast Voter Record would help surface the details. </p>

<p>Political scientists and professional pollsters are undeniably hungry for more detailed data than the BOE has made generally available so far. Important insights about voter intent simply can&#8217;t be interpolated from the aggregated round-by-round results. How much bullet voting was there? Did it really matter for a candidate to have the broad appeal that RCV proponents claim is key to winning under this system? Or can the fierce unity of one&#8217;s base prove decisive?</p>

<p>If the race had been tabulated using the highly respected but more complex alternative known as the Condorcet method (essentially adding up wins from a series of matchups on each ballot), would Adams have won that way as well? If yes (which I believe is more likely than not), then RCV proponents would be delighted. That outcome would fortify confidence that the instant runoff system used in New York had not only spared the city the extra expense of a separate Top 2 runoff election, it had also successfully helped the voters elevate the most broadly preferred candidate. <p>Parenthetically, while preparing this material, I had considered creating a &#8220;votes-per-dollar&#8221; bar chart comparing each candidate&#8217;s 1st round votes received as a function of dollars spent by their campaign. In researching that issue I came across this delightful chart published the week before the election on Politico.com. It doesn&#8217;t ask &#8220;votes-per-dollar&#8221; question directly, but does a great job helping us anticipate the answer.</p>

<p>Finally, consider a few key lessons from this journey: </p>



<p>1) There&#8217;s nothing new in saying that confidence in outcomes of sharply-contested elections depends on having a professionally managed and transparent election administration structure. That&#8217;s why New York&#8217;s troubled Board of Elections will stay the hot seat for the time being, while the <a rel="noreferrer noopener" href="https://www.rcvresources.org/" target="_blank">Ranked Choice Voting Resource Center</a>, with its <a rel="noreferrer noopener" href="https://www.rcvresources.org/rcv-universal-tabulator" target="_blank">nationally certified</a> tabulation process, emerged strengthened and more respected. </p>



<p>2) Ranked choice voting is not nearly as complicated as its opponents have incessantly claimed. When voters have &#8220;skin in the game&#8221; via a rooting interest in a particular candidate, then the challenge of coming from behind (or preserving a lead) in a multi-round instant runoff race turns out to be easily understood. In learning, motivation counts. At the end of the day, RCV is simple enough that anyone can recognize who won, and how. </p>



<p>3) Naysayers feel emboldened, nevertheless. Disappointments such as the overly long tabulation process, the botched publication of preliminary results, and the high exhausted ballot count can&#8217;t be ignored. Defenders of the status quo in the US election system certainly won&#8217;t forget them. New York&#8217;s June Primary failed to become the showcase for democratic renewal many hoped it would be. But the setbacks weren&#8217;t more than that. Despite this unhappy bump in the journey, momentum for adopting more inclusive and fair balloting processes across the United States certainly hasn&#8217;t reversed. Perhaps it hasn&#8217;t even slowed.</p>

<p>There&#8217;s more about that election <a rel="noreferrer noopener" href="https://en.wikipedia.org/wiki/2009_Burlington_mayoral_election" target="_blank">here</a> and <a href="https://electowiki.org/wiki/2009_Burlington_mayoral_election">here</a>. There&#8217;s an unexplained difference pertaining to four exhausted votes between the data I transferred and the official results, but the point is to showcase these new data visualization experiences, and those quirks don&#8217;t affect the outcome.</p>

<p>Sites associated with Indaba Application Network (IAN) are now able to present four visualizations that can help voters understand how ranked choice voting works to reflect their collective intent. Since most jurisdictions are using Instant Runoff tabulations, I&#8217;m presenting two charts &#8212; stacked bar and Sankey &#8212; and a data table to illustrate that how that method played out. Those will be followed by chart arrays presenting Borda and Condorcet results. </p>

<p>In the chart below I decided to present the stacked bar visualization separately for each round rather than with the round-by-round interactive click-through component that&#8217;s been the traditional way of presenting runoff results. This is because: 1) Printable dataziv can be served across more kinds of media, and; 2) It allows better amplification of details that might matter most in the final rounds.</p>

<p>The next image is a table of percentages that might be popular with the &#8220;just the facts, ma&#8217;am&#8221; numerically inclined. Note that the exhausted ballot counts are shown individually by round here, while the previous visualizations summed the exhausted counts round after round. FYI, I chose these colors&#8230; Progressive Pink, Republican Red, Democratic Blue, Independent Orange, and Green Green&#8230; to help tell the story about how the race played out.</p>

<p>The Borda method is generally considered to be the least reliable of the ranked choice tabulation algorithms. It&#8217;s arguably more vulnerable to gaming. Nevertheless, by leveraging a format akin to the &#8220;Customer Review&#8221; ratings on Amazon.com, the charts shown below provide a simple and familiar perspective on how candidates performed. These raw details can be exceptionally revealing. Note the relative concavity or convexity in the shape of the vote distributions. It&#8217;s evident that the plurality winner was all base with little depth, while the Borda winner (who was also the Condorcet winner) had undeniably broad appeal despite placing a lowly third in first round, first place votes.</p>

<p>Highlighting the Borda totals alone (here counting 6 points for each 1st choice, 5 points for 2nd, etc.) shows even more starkly the potential cost of being a polarizing candidate versus the value of being a generally acceptable one&#8230; depending on the tabulation algorithm, of course. This exposes one of the most persistent complaints about the Instant Runoff algorithm&#8230; If an electorate is deeply divided on first choices, but all voters have the same second choice, AND if that undeniably acceptable second choice happens to receive the smallest number of first choice votes, the unhappy consequence is that the candidate most likely to reflect the community&#8217;s best possible chance at consensus would wind up as the first to be eliminated. </p>



<p>Fortunately, this is rare. But it happens. Which is why Burlington presents such an intriguing example.</p>

<p>Typical Condorcet visualizations combine the results for all the candidates within a single grid, saving lots of space at the expense of easy readability. The alternative shown below breaks out each candidate&#8217;s details into separate charts, simplifying the challenge of sorting through matchups. This style of display is intended to showcase the &#8220;round robin&#8221; aspect of the Condorcet pairwise tally method by getting to the bottom of the ultimate political question, &#8220;Who crushed whom?&#8221; </p>

<p>There are no surprises here. The results and anomalies of this Burlington race have been picked over many times since 2009. The Instant Runoff tabulation system was no help to Republicans who may have considered the Democrat less unpalatable than the Progressive. Yes, it&#8217;s apparent from the low number of match totals that many Republican voters marked no other ranks on their ballots. But it wouldn&#8217;t have made a difference. Their candidate was the last to be eliminated and their second choice &#8212; under those rules &#8212; was of no consequence.</p>



<p>The outcome would most certainly have been the same with a special runoff election between the Progressive and the Republican, so at least ranked choice voting saved everyone in Burlington some time and expense. But the Republicans were furious and the Democrats were meh after this election, so the old system was restored.  </p>

<p>As the use of ranked choice voting has become more widespread across the United States, the plurality winner has typically been the instant runoff winner&#8230; by far. So, other than inescapable post-election sore-loser complaints, there have rarely been serious reasons for controversy. </p>



<p>However, as candidate counts proliferate and political ideologies fractionate, the likelihood of Burlington-style events will increase. This article is being posted just days before the Democratic Mayoral Primary in New York City, so anticipation and speculation is reaching a high. But it&#8217;s clear that if Americans want reforms that can break the polarizing cycle of two-party duopolies, systems that optimize for elevating center lane candidates offer the strongest promise to do so. Ranked choice ballots are a good first step&#8230; but not the last.</p>

<p>Americans rooting for wider adoption of ranked choice voting (RCV) across the US were let down in early November when Massachusetts voters soundly defeated a ballot initiative to implement it statewide. Hope was restored two weeks later, though, when a similar initiative finally eked out a win in Alaska. But the loss in Massachusetts was a discouraging moment for RCV campaigns in Florida, Texas, Colorado, and elsewhere. </p>



<p>Aversion to more bad news raises the stakes for the introduction of RCV in New York City&#8217;s municipal elections next year. A shaky rollout there would embolden RCV opponents who argue that the system is too complicated and not worth the trouble.</p>



<p>On the other hand, a smooth rollout in New York would restore RCV&#8217;s political momentum. If voters there are reasonably happy in the end (with not just the process, but also the outcome), the more people outside New York can feel confident that the system makes sense. Models of success make springboards for more.</p>

<p>The New York&#8217;s upgrade will be the largest RCV election ever held in the US… the 2nd largest in the world after Australia&#8217;s.</p>



<p>Switching ballot systems isn&#8217;t trivial&#8230; certainly not at New York City scale. Few voters there have ever seen the Top-5 grid design that&#8217;s been selected for their elections. Even fewer have heard of the instant runoff algorithm that will be used to tabulate results.&nbsp;And, since those new grids gobble up so much space on paper, election workers who&#8217;ve already had to step up for the pandemic will now have to shoulder the additional logistical burdens of long, multi-page ballots.</p>



<p>The good news is that the largest recent implementation of RCV&#8230; Maine&#8217;s in 2018&#8230; has gone well. So have smaller rollouts in municipalities across Massachusetts and California.  <a rel="noreferrer noopener" href="https://www.fairvote.org/election_day_roundup_2020" target="_blank">Experience adds comfort.</a></p>



<p>RCV&#8217;s record of success isn&#8217;t surprising. To the extent that voting machine makers know a growing market when they see one, incentives for smooth rollouts will drive virtuous cycles of innovation and competition. And, despite perennial warnings by naysayers about too much complexity, it turns out that the concept of ranking likes up and dislikes down is easily understood&#8230; especially for an American public steeped in reality show voting, &#8220;peoples choice&#8221; awards, and sports scores galore. The logic of runoff arithmetic and how it advances democratic principles is easily mastered as well, especially when compared to the arcane rules of the Electoral College. </p>

<p>Still, voters in America&#8217;s biggest city are in store for a novel experience. They&#8217;ll be piloting a relatively new model for fulfilling the chores of democratic citizenship, but at a scale never seen before, with an audience of millions. Stumbles in that fishbowl won&#8217;t be fun. Each little trip-up, no matter how inconsequential, will be taken as grist for the mills of people who wish RCV to fail. Fortunately, in preparing ground for their own success, communities such as <a rel="noreferrer noopener" href="https://www.youtube.com/watch?v=53z9feUiqdg" target="_blank">Minneapolis, Minnesota</a> and <a rel="noreferrer noopener" href="https://www.youtube.com/watch?v=2xmns6k_SX8" target="_blank">Benton, Washington</a> left a body of video explainers that newcomers elsewhere can use to ease their way up the learning curve.  </p>



<p>New Yorkers (and anyone else who&#8217;s interested) will get a sense of what to expect through <a rel="noreferrer noopener" href="https://www.wnycstudios.org/podcasts/radiolab/articles/tweak-vote" target="_blank">RadioLab&#8217;s coverage of the latest RCV Mayoral election in San Francisco</a>. But Curt Merlo&#8217;s artwork for the program (shown above) doesn&#8217;t ignore the risks of heedless ambition: Reengineering can go painfully wrong if its focus becomes too narrow.</p>

<p>RCV&#8217;s biggest fans are counting on it to transform America&#8217;s political culture. They believe it can eliminate one of the most annoying flaws of our current system&#8230; its baked-in inability to handle multi-party elections fairly.</p>



<p>In typical elections across the US, when more than two candidates run for the same office, the third and fourth choice alternatives often wind up playing the role of vote-siphoning, coalition-facturing &#8220;spoilers.&#8221; In other words, our system renders multi-candidate races vulnerable to bizarre upsets and broadly-disappointing outcomes. RCV solves that problem, freeing voters to support any candidate, no matter how minor, while assuring they won&#8217;t lose their opportunity to have a say on the final outcome. It puts voters in position to express themselves more fully, more honestly, and more realistically. </p>



<p>Another debilitating flaw of our current primary process is that many states deny independent voters the right to participate. Shutting out so many centrist and moderate voices at that critical early stage gives an automatic advantage to base-baiters who appeal from the tips of their party&#8217;s wings. </p>



<p>Thus, our general elections have become increasingly mired in partisan antipathy.  Mud flies. Brawls ensue. Paths to constructive collaboration are closed off. </p>



<p>The cause of common cause among politicians provides little ground for champions. The proverbial aisle has become a perilous gulf. Those who dare to cross it face <a rel="noreferrer noopener" href="https://time.com/4608/the-hug-that-killed-my-republican-career/" target="_blank" data-type="URL" data-id="https://time.com/4608/the-hug-that-killed-my-republican-career/">career-killing ostracism</a>.  </p>



<p>Giving an inside track to candidates who lack broad general appeal  explains why so many win. Some states have determined to address that defect systematically, replacing closed primaries with non-partisan open ones.  Washington and California have done this, but a like-minded measure in Florida just failed, garnering 57 percent of the vote, but needing 60.</p>



<p>The principle of an open primary is that every citizen should be able to weigh in on who will face off in the general election&#8230; not just registered members of established political parties. The approach essentially overhauls the rules of ballot access. General elections would no longer be races between party nominees, but between the strongest candidates the initial field can muster.</p>



<p>Open primary and RCV systems aren&#8217;t identical, but their promises are compatible. Both are intended to promote the ascension of heretofore technically-excluded, pragmatically-minded problem solvers. And, by elevating those centrists, both approaches present an opportunity to transform our political landscape.</p>

<p>Some skeptics may consider the effort to enact such fundamental kinds of election reform to be a useless risk, <a href="https://democracyjournal.org/arguments/ranked-choice-voting-is-not-the-solution/" target="_blank" rel="noreferrer noopener">openly doubting</a> whether its benefits could ever be fulfilled as advertised. </p>



<p>Others &#8212; quite a few others &#8212; will oppose it because they object to what would happen if it does work. For example, heavy consumers of cable news, talk radio, and social media who enjoy bingeing on partisan outrage and anger will probably say &#8220;meh&#8221; as political discourse cools down into blandness. And businesses which currently depend on exploiting that outrage would probably consider the shift in tone to be an alarming threat against their revenue model.</p>



<p>More importantly, having lost the attention-stealing advantages that our fire-breathing two-party culture had bestowed on them, many politicians will have to reconsider what it means to seek office. Campaigns that run from a single, base-baiting partisan leg would no longer find that stance so easy and inviting. Going forward in this remade world, the ability to establish broader footing will confer advantage.</p>



<p>It&#8217;s increasingly obvious that slipping the mathematical shackles of the D/R duopoly looks like America&#8217;s best chance to free itself from chronic divisiveness. Most would welcome just that escape by itself, but RCV can also deliver remedy and relief. It&#8217;s been associated with surprisingly civil political debates and more than a few eruptions of issue-focused, coalitional campaigning. For Americans craving an antidote to our long plague of hyper-partisanship, RCV may be the answer.</p>

<p>Enterprising New Yorkers are already working to get ahead of the cultural shift, or at least ride it well. The group <a rel="noreferrer noopener" href="https://www.21in21.org/" target="_blank">21 In &#8217;21</a> kicked things off by using RCV to pick its slate of candidates for the City Council races. Though its overarching concern is women&#8217;s representation in city leadership, the movement sets the stage for other kinds of coalitional conversations. </p>



<p>Issue-oriented slate building of this sort can lead to the holy grail of what&#8217;s been called the “<a rel="noreferrer noopener" href="https://pressthink.org/2018/11/election-coverage-the-road-not-taken/" target="_blank">citizens agenda</a>” model of political campaigns. According to NYU Journalism Professor Jay Rosen, &#8220;It revolves around the power of a single question: &#8216;What do you want the candidates to be discussing as they compete for votes?'&#8221; </p>



<p>Next year&#8217;s primary will put a spotlight on the question of whether RCV really can illuminate a better path for democracy. For the time being, however, the key challenge in New York will be ensuring that its election board ramps up properly and puts its voters in good position to step up on election day. </p>

<p><a href="http://www.fairvote.org/" target="_blank" rel="noopener noreferrer">Fairvote</a>, a leading proponent of ranked choice voting, has been running a series of events to celebrate its 25<sup>th</sup> anniversary. It all culminates in the Champions of Democracy Awards Reception, in New York on Monday night.</p>
<p>I think it’s appropriate to send congratulations to Krist Novoselic, who’s been serving as Fairvote’s Chair for nearly a decade.</p>
<p>By taking on such a prominent role in such a venerable organization, he’s become a key figure in the effort to build a 21<sup>st</sup> century American democracy worthy of the name. From what I’ve learned about his career, it’s a position that fits his longstanding commitments to free speech, civic education, constitutional government, and open collaboration.</p>
<p>Fairvote’s stated mission is to be a trailblazer for bold, nonpartisan election reform. The community attracts people who want to <a href="https://www.amazon.com/Grunge-Government-Lets-Broken-Democracy-ebook/dp/B076KYPR16/ref=dp_kinw_strp_1">fix our broken democracy</a>. And it empowers people throughout the United States who are dedicated to making repairs that endure.</p>
<p>The organization began to take shape in 1992 using the name Citizens for Proportional Representation. It later rebranded itself as the Center for Voting and Democracy and ultimately as Fairvote. The banner evolved to illuminate the goal.</p>
<p>A quarter century of persistence on behalf of any noble mission is impressive, but achieving fundamental election reform isn’t around the corner. Twenty-five years of accumulated experience means recognizing there will be thirty, forty, fifty and more. And the stakes are higher than ever.</p>
<p>Twenty-five years ago, when FairVote took root, the United States dominated the geopolitical stage. President George H.W. Bush believed he was forging a New World Order that would put the “rule of law” (American-flavored, of course) over the “law of the jungle.” That same year, Krist Novoselic was playing on stages all across the planet. He was in a band that upended the existing musical order by putting honesty, empathy and inclusive morality over superficial and exploitive commercialism.</p>
<p>In 2017 it’s obvious that the superpower hasn’t aged as well as the rock star.</p>
<p>These days it’s not uncommon to hear that this nation’s preeminence has faded, along with respect for the values that once made American culture so vital. We now find ourselves in a world where dictatorships and illiberalism and vicious ethno-nationalism are on the rise. More ominously, we find ourselves in a country led by people who are happy to shrug off those trends, and even welcome them.</p>
<p>That’s why it’s so important to celebrate people who dare to be Champions of Democracy. When we’re thirsty for positive signs, they remind us to look for democracy’s wellsprings in traditional American principles such as free association, fair elections, and responsible self-governance.  Those champions point the way with durability and resolution, and demonstrate how to be effective stewards in practice.</p>
<p>We deserve a modern electoral system. Reform is badly overdue. It’s necessary to admit just how badly things are broken in order to appreciate the size of the challenge. But by facing it we can also appreciate the redemptive capacity of America. Because every step toward democracy ever taken in America was badly overdue.</p>
<p>The glory of our history is that so many people keep daring to take those steps.  The virtue of groups like FairVote, and activists like Krist Novoselic, is that their footprints are so fresh.</p>
